[...] This month-old change can be read about here and here, but basically forces advertisers to raise maximum bids (even if competition has them pay far less than their current maximum for good or even top slots) in order to hit a secret threshold which causes an ad to move from the right gutter to the top of the page above the organic listings. This move can cause a 4X increase in clicks, so is very valuable. [...]

[...] Google covers itself several times by stating that it’s an automated tool and should only be used as the first steps of optimisation. There are hints of useful optimisation tips for the novice AdWords user, although Google seems to have a very clear and loud call to action optimization technique of its own - “spend more money” and perhaps Campaign Monetizer would be a more fitting name? Not sure why I think this? Re-read the above bulleting points! Unfortunately the monetization is geared towards Google’s ever expanding pockets, rather than the average and often lonely AdWords advertiser. Those that have an understanding for AdWords are unlikely to find the basic suggestions of any use and those that don’t are encouraged to spend more money with a lack of any real PPC optimization. To justify the tools name it would have been nice to see it better integrated with the existing AdWords’ conversion tracking. Albeit Google does state that the Campain Monitizer Campaign Optimizer should be the first and not last step in optimization, and although it does indeed make makes sense, I am still left questioning who will find tool useful useful or benefit from it? The AdWords newbie, the intermediate PPC chappy, the seasoned veteran or perhaps Google itself? Me thinks the latter! Am I being a too cynical? Are Google finally feeling the pinch and responding with subtle money spinners for a quick win? Checkout this AdWords Top Ad Placement formulae post over at PPC Blog which shares a similar take.
[...] Genau diese Schwachstelle wird nun behoben, indem auch für die Top-Positionen das Gebot und der Qualitätsfaktor genutzt wird, um die Positionierung zu determinieren. In verschiedenen anderen Beiträgen (z.B. Merjis Internet Marketing Blog, PPC Blog) war zu lesen, die Maßnahme von Google würde die Qualität der Sponsored Links beeinträchtigen, da man sich jetzt nach vorne kaufen könne.
[...] Graywolf made a good post questioning the most recent update to Google’s placement algorithm. PPC Blogger has his own thoughts as well. Bottom line, Google’s official updates now sound more like a Nostradamus quatrain than anything remotely logical or straight forward. Is Google becoming more confusing and convoluted — both to publishers and advertisers? [...]

There is another minimum bid?!

Is this basically just a margin that Google can pick and choose?

There is a lot of discussion on this if you haven't already spotted the thread over at the Seroundtable.

But I would agree, it seems Google are want to make it easier to get those top positions, increase competition and up there own revenue.
