In my experience I have pay per click in general to be quite expensive. For a large established business budget may not be that much of an issue as long as the benefits are justified. However for small businesses with limited advertising or marketing budget pay per click advertising can prove to be quite expensive. Although I agree with what you are saying, unfortunately budget cap is a big issue for smaller businesses. It is next to impossible to imagine running a pay per click or even organic search engine optimisation campaign without a budget cap.

[...] Are Your PPC Campaigns Hitting Their Budget Caps? - Good point. If a campaign is hitting it’s cap, and ROI is within the relevant range, then you are probably missing out on growth opportunities. [...]

Jep, you are so right! Budgets are an antiquated controlling measure originating from "traditional" marketing without accountability and direct return.
Why should a retailer need a PPC budget? The sales generated by the campaign deliver the cash to refinance the campaign. Low budget caps can drastically limit the profit. Too high budgets pushed by agencies working on "% of advertising spending" are even worse.
Budgets should be a variable part of a PPC campaign that has to be adjusted in order to maximize profits (Profit NOT ROI).

[...] I like this quote from the PPC Blog: Budget caps are there to prevent you from overspending as a safety precaution and are not a primary method that should be used to control spend. [...]
