The level of support over at Digital Point Forums was pretty good I have to say. Latest update -

Those of you who were affected by this issue - your account will automatically be credited the amount you were overcharged.

If your account has gone into a paused state due to this issue - the adCenter team is currently investigating this as a top priority and I'll will let you know when I have more details.

		<description>I believe this problem has been solved. MSN sent out an email this morning stating the following below.

"This issue has been contained and remedied by our development team.  You will not be responsible for the CPCs above your max bid amounts.  
If you manually paused your campaign this morning due to questions surrounding your CPC you should reactivate these campaigns at this time.  We are gathering more information regarding next steps for campaigns that have hit budget pause"
